Server does have inflated player number because of trainers. Screenshot that you provided, shows 264 people in training room that didn't perform any action, and 50 that are outside of training area and they are online (they can still cavebot or afk). Also punioadvertising is playing there so he brings players.

That comes out of closed polish community of toxic, bored people having too much free time, few individuals like Dyzma (errorots owner) are kind of attention seeking on top of that. Person that laughs at punio for example about corruption, shit ots however asks him to advertise his server. And most of them do not see any problem with such behavior
