Windows GM cant move stuff through walls. TFS 0.2.14

Sorri have so many questions.

Never worked with sql before.

How do i make it so that GM's can move stuff from anywhere on the screen without having to walk to it, also make it go through walls.

You can try to look at the flags, but you might have to soure edit this, since its rather a fix from the other servers.
