I'm new, I'm a programmer, I'd like to create a server with custom spells, what is the road I have to take?

Hello there!

As the title suggests, I'm new and I'd like to create custom spells for a server and also change some other things. Is it too difficult?

Things I'd like to do:
Healing-over-time for druid which is spammable
Make potions less effective and have a "cooldown" which could be a debuff also
Have more than four classes

Those are some of the things I'd like to do, the most important ones are the potions with cooldowns and custom spells.
How many programming languages do I need to learn?
I'd like to make a server on whichever version is the most popular, I think it is 12.x

I got a 12.72 server running on localhost, so it would be for that distribution
