TFS 1.X+ Lag after restart

Hello, I have a problem, namely when I turn on or restart the server after entering the game for about 1 to 5 minutes while walking the character there are delays, the character walks normally stops for half a second and then continues running. After some time in these 1/5 min there is a greater delay for about 5 seconds after this situation the delay stops completely what could be the reason?
