Its going to be decrased depends which badge you have
Bronze - You back to 1250
Silver - You back to 1500
Gold - You back to 1750?
Platinum - You back to ???
 
This is more accurate about elo

1200+((x-1200)/2)

x = ur current elo

And about leagues, nobody knows yet
 
Veigar isn't OP. He is a strong AP carry due to loads of damage, but he cannot spamm spells like others. He is good though in coordinated teams. But way not overpowred lol.
