my push rate is very low and my exhausted ins't functioning...

hey guys i'm with 2 problems , here we are:
1-my push system (when u push a player) is very slow , i push the player and after 3 seconds the player move..., i want to make it faster , where i can change?
2-is that in my server the spell(exevo gran mas frigo)can use in the same time as a sd , so u can make combos of 1.4k in players at level 200, it is very strong , i want to make it have a exhausted between the 2 actions, how can i do this?

1. In your config.lua file, it should say something like: pushCreatureDelay = 2 * 1000.
2. Hmm, I assume this will need to be edited in spells.xml.
