No spell on few isles

Hi. I noticed that there is no spell animation on few isles and the monsters are not getting killed. I am running my ots on tfs crying damnson 0.3.3. Any one know how to solve this problem?

I tried to do it, but when i run a server, it is updating database to level 13 i think, and there is some kind of problem. I can log into acc manager, but when i create a character, it is not saving it in database. Can someone send me a sql file of the database?
