since the introduction of the non donor only area theres been a lot more non donors getting lvl 500+ and thats great but they never leave that area so it's impossible for us to fight them or really do anything to them.
if the point of the non donor area was to give them a place to lvl and "try out the server" before they donate then i think you shouldn't be able to enter this non donor only area after lvl 500. after this lvl there should be a quest for them to do to get their own nm sweater and molten plate so that they can start hunting in serpant spawns and nightmares which are the best exp in the free area.
this would make it fair for donors who want to fight them while giving the non donors a chance to get to a decent level before hunting in the riskier spots
it would also give them more incentive to donate after level 500 and join the real wars instead of just staying in the non donor area and p.a'ing lvl 200's
