yeah ive used a program to check to see if the ports 7171 and such are open on my computer but it tells me there closed. how do you open them?

ive never actually had my own ot before and all this is kinda of confusing me so if someone would be kind of enough to just message me and help me along step by step some day that would be amazing cuz all this is so much a blur right now. and it seems like with vista it all likes to go wrong. thanks to anyone willing to will rep yah or whatever floats your boat for helping me out
