OTC with "FRAMEWORK_EDITOR" option enabled?

I would like to know if anyone has or where I can find the version of OTC with the "FRAMEWORK_EDITOR" option enabled. I don't know if all versions have it, but "mehah - Overview (https://github.com/mehah)" does and I would like the .exe.
