You do it in mapeditor 
Eg. open your map, then click: Map/Edit Towns/Press Add/
At;
Name/ID: City name
Temple position: Position of temple x,y,z
Double click on the depot and choose the city there! Wiolla!
Send a parcel/letter or whatever you like :]
