They do lose money on it since when I cash out the money and then someone chargebacks I get in the minus

Wouldn't that mean you are in the minus? Paypal is just the middle man, they are taking small risk. People send money to YOU, if money is refunded it goes back to THEM. Paypal never handles the money even during a chargeback. They might lose the small percentage that they took from the donation thats it. It's some money but not significant.
