to seymour - say hi help yes
than walk some more ..meet golbat,gravler,golem[not must kil],clefairy[not must kil] on the way..
in the end find seymour's clefairy - its npc..say hi..
return to seymour - say hi help yes

I dunno if it's a bug or what..my friend was 17 and he got the stone. Maybe it depends on when you first talk to Colin?
