The problem is that you can't connect with the no-ip.org address and http://www.yougetsignal.com/tools/open-ports/ tells me 7171 and 7172 are blocked.
But I can connect with my global ip and if I check on the same site with the global ip xx.xx.xx.xx then the ports are open :S
I'm on a Ubuntu server 14.04.1 LTS machine.
I need something to go on because i have no clue what the problem could be.
Solved!
The problem was that my friend had changed the no-ip.org adress to point to another ip then mine :/
