I've made a few servers and usually have no problem with the way I portforward until now, and I can't seem to fix it. I can't connect at all with my dynamic IP I set up, and I can only load the character list with 127.0.0.1.

After all that is done goto http://www.ipchicken.com/ copy that ip and use that for your config..
You can either give that to the players or setup a no-ip.org and use that for players aswell.

-- Ran with 'ipconfig' in CMD, same thing as you showed though just quicker

All 3 ports that I set up are not open, and I don't use a website so that second link is irrelevant, no idea what's going on

Im, not sure if yours is like mine but my ports are closed unless my server is online and the right ip is in the config. Untill my server is on portchecker is closed.

The second link I posted explains how you can connect with your domain on the pc that hosts the server if it's not possible, this is not just for websites, also for servers.
After adding it to hosts, add your domain in config.lua and in your ipchanger.

About the closed ports, did you already turned of windows firewall or added the ports as exception? If you have an anti-virus program, you can also try to turn that off.

Seems like it doesn't work no matter what I do, i'm just gonna give up I guess
