Windows Ports on Firewall/Router 7171-7172

I've to say that my situation are very weird... I have tried everything to my ports 7171 tcp-udp - 7172 tcp-udp on my ROUTER/Firewall to open my own server, version 8.6.

At first place I did this
1.- Make a static IP = 192.168.0.11 and use it to open my ports 7171 TCP-UDP - 7172 TCP-UDP - It doesn't work.

I tried to open my FIREWALL PORTS - something that was never been necessary for me (something "easy")
- It doesn't work. My ports would not open (fail again).
Also I allowed to my .exe through window's firewall and ports 7171 - TCP UDP and 7172 TCP - UDP

After or before of all this I always could enter to my own server using my Ipv4 ip (192.168.0.11) (even if my
ports was not opened)

Through all this I saw something about "blocking ports from ISP" and then I saw this.
"Blocking ports from ISP": Sometimes a ISP (Internet service provider) blocks you some ports to make you pay for it. That's not my case (See image)

Ports 7171-7172 are "STEALTH" it means that it can be open (if they could not be opened it would say "CLOSED"), but however ports are not opened.

Another tries (any of this worked):
- I've disabled window's firewall and reseted my pc/router.
- I've deactivated my antivirus (AVAST) and restarted my PC (then try it) and nothing changes.
- I have restored my ROUTER from "factory defaults" and not worked.
- I've seen this page and nothing changes http://portforward.com/

Extras:
-In the first image you can see what kind of router I'm using.

- I'm using TFS 0.3.6 Crying Damson
- I added my ipv4 IP to the option "DMZ"
- I changed only this section on my router: Aplications&gaming - Port Range FORWARDING, like in the first image.
- I searched on this page about problems with ports but just one or two cases are like mine and not all can get a solution.
- I always open my server when I check if my ports are open. (some pages http://portchecker.co/ - http://canyouseeme.org/ ) and always says "Error: I could not see your service on "MY IP ADDRESS" on port (7171)
Reason: Connection timed out

- On my config.lua I got my Internet IP Address.
- A time ago I opened my ports only on my router (not on window's firewall) and it worked perfectly,
but now it doesn't work and I dont know what more can I do to make my ports work again.

Making all this I don't know why my ports don't work yet, from here I don't know what i should do or try to make it work.
 
Initial thoughts, are you checking the ports while your server is online and running?
Are you able to login to your server?

Yes, using my Ipv4 (192.168.0.11) address on OTLand IP changer i can enter to my server without problems.
 
In rare cases where ISP's are not blocking ports, and port forwarding is not working, where in the past it has,
I would suggest checking if there is any firmware updates for the router or go the opposite direction and reset your router to factory defaults then set-up the port forward again.
(Make sure you know how to set-up your router again with ISP Login Details if you are going to attempt factory defaults.)
(Your internal ip may change doing either of these actions. So ensure you check it again afterwords)

I already tried it days ago and it didn't work but I did it again and it didn't work for me, I couldn't find something like "firmware" to my router model.


What ip do you have in your config.lua?
I'm using my PUBLIC IP Address, I mean this http://www.whatsmyip.org on config.lua
 
Try 2 things:

1) Change the ports so they aren't listed 2 times. Meaning 7171 put both instead of individually putting tcp then udp....

2)Try using your routers IP instead of your computers. Just 192.168.0.1.

I have set up a server using Cisco and I remember it being complicated.

If you are willing to do a teamviewer session I wouldn't mind taking a look for you. I don't think there is anything wrong I just think something is missing.
 
@Dreww that's means isn't just me :S, i'd like to call my ISP just like last choise

@Itutorial
1) I already tried open ports like you said: 7171 - 7171 - TCP/UDP(both) -- 7172 - 7172 TCP/UDP(both), but it doesn't work

2) My router doesn't let me put another IP Address, just internal Ipv4 ip address (like 192.168.0.11) or (192.168.0.55 another IPv4 Ip Adress that I've on another PC)
Also i tried to open my ports from another PC that I have on home and are same results.
 
Effectively , I've talked to my ISP and they want an extra charge to allow me open ports.
I should have call as first choice.
Anyway, thanks to all you to trying to help , really.
