TFS 1.X+ tfs 1.5 nekiro 7.72 rune in hotkey

I'm sorry for my ignorance, but because it's an old version, 7.72 which would basically be the same as 7.6, shouldn't it be forbidden to use Runess in hotkey? or is this from the OTC?can this be fixed in source? or just on otc?
