hi when i try open tfs server i see this... cmd start for one second and nothing happend

As described above When I start the TFS 1.5 engine it shuts down and says nothing I don't know what this error is and I don't know the solution. I use the Windows 10 operating system Has anyone encountered this problem before? And how it was solved Thanks in advance
