As it says each item in a monster could have the chance to be upgraded to your desired upgrade states. You can edit every thing in script and i mean every thing. Also it is a mod file so would need no time to install.

What you mean i can edit every thing?
YOu can make whatever upgrade states you want , ALSO defines the valueues of the attribute that would be upgraded on each item type(armors,weapons,distant wpns,shields).
