I think only one, maybe two towns should be open right now and if you're going to do high-end quests via teleport, why make the beginning of the game more difficult aka having to travel on foot?
This is some honest critique, so I hope you take it in good spirit. From what I can tell, it seems like you are torn on a direction to take the server. High rate + RPG (having to walk everywhere) really does not go well together, since you -very- quickly outlevel a general area. I think you should stick to one concept or the other, and with how popular tp-based servers are, it really wouldn't be such a bad direction.
In addition, the population, in its current state, is too small/minor for there to be four towns, especially choosable on creation. Yes, I know that there are teleports to each town, from each town. However, even if there was a PB of 40, these towns are so huge that if I chose the wrong one, I would still wonder where everyone was. With hearing about how many map bugs there are, it would probably even aid you on the development side of things to be able to fix things if they were in smaller chunks.
You have a great concept going, but right now it seems like you have to align behind one singular vision for the server as everything just feels weird, and not in a good way, at the moment.
