which is better a vps or dedicated server?

for ot tibia 10.98 with 100 to 200 players

which do you recommend not very expensive?
 
I'd go with a 32gb dedicated with that amount of players, just for sure. Where to go is a easy question with a quite broad answer; many people have different opinions about certain providers and their services. Most commonly, I see people recommend OVH.
 
Game servers aren't designed for Virtual Machines and Containers. The intense and alive TCP connection is always better in a dedicated server.

VPS is good for non-scalable Web servers working with HTTP 1.0. and other stuff.

You can get performance running virtual, no doubt. But even a lower clock, less RAM bare metal will improve your latency.

"Even using the fastest available forms of paravirtual-ization, KVM still adds some overhead to every I/O operation; this overhead ranges from significant when performing small I/Os to negligible when it is amortized over large I/Os. Thus, KVM is less suitable for workloads that are latency-sensitive or have high I/O rates. These overheads significantly impact the server applications we tested."
