In talkactions.xml maybe??? You change the access.. for that command.

No friend in the game you can press CTRL + Y and ban player, or to name lock.
So I want Tutor not use any command CTRL + Y.
I think it's in the directory: data / xml / groups.xml in flags.
But I do not know tinker with Flags.
