Comparing MPAs in numbers is not a good way of comparing servers. You only need one MPA per character and that's it. If you need more for deco or something then that's up to you. What matters is is that I have spent quite a lot of time getting those skills.

Guildhalls are meant for guilds. That means the players share the expenses and such. If you bought the GH for only yourself(and maybe 1 more person) and now find that the fee is too high(600k in your case) then its only your own problem.
