A question and maybe a proposal

Hey,wanted to ask/proposal a thing to mods/admins,wouldn't it be great,safer and better if ppls wheren't able to upload any dl links or any files at all befor getting mod/admin approvment (except for if it's already is like this ;P) cause that would make it easier for you,and safer for everyone that is downloading peoples project,creation what ever ;P.

Still doesn't see why it sucks?It's a safe way,and if mods and admins still exist even with this,then it's just getting more safe?What's wrong with safe ways?That way mods and admins would have as much time as they want(even thought they still have) to approve,they wouldn't need to hurry at all,and they could really look through the files and links and make sure alot more if the link/file has any virus or not
