Add mute to TFS 0.2

My server has been crashing because apperently people are saying messages repeticly to duplicate items. And I can't find any configuration in TFS 0.2 (which is what I use) to mute players after a certain amount of messages.

How would I go about doing this?

As I said, there is no mute configuration in the 0.2 TFS config.lua
