Windows Can't open ports.

Disable your firewall and make sure that you have your ports properly forwarded. There are a number of tutorials on the matter.
 
Use this to see if the ports are open: http://www.************/index.php?portchecker
If they are closed, you can disable firewall like dominique suggested or add the ports in it.
If it still doesn't work you can type your router and version with the word portforwarding in youtube or google and then you will find tutorials how to open ports on your router to see if you did it correct.
You can also try to turn off any anti-virus program if you have one.
 
I dont know how but port 7171 is open.. 80 and 7172 still closed.

After you disabled firewall and your anti-virus programs (if you have them), you can try to restart your computer and your router, then test again.
Make sure your IPv4 address (192.168.0.199) is still the same incase they are all closed after that.

If port 80 is still closed, you can also try this

I opened 7172 with that program, 100% works!! But port 80 still closed, when i try to put in SPI PORT Foward, he say "Could not bind socket. Adress and port are already in use."
