How can I disable PvP Blessings?

Hello, I want to disable PvP Blessings.
In CONFIG_HELP there is:

        pvpBlessingThreshold
            pvpBlessingThreshold is damage percent received from PvP that is required to enable pvpBlessing.
            Default: 40

I tried set pvpBlessingThreshold = 0, pvpBlessingThreshold = 99999999 but nothing works.
How can I disable it?

No, I want to have normal bless.

For example
Monsters kill player with 240 level - this player lose 2-3 levels
Players kill player with 240 level - this player lose 2% of his level...

I want to make: if players kill player with 240 level then this player will lose 2-3 levels (the same as monster frag)

I've found a bug. There are not PvP Bless but weird bug.
When player with higher level kill player with lower level then this player does not loss experience.
When player with lower level kill player with higer level then this player loss 2-3 levels so there is good everything.

Where should I search to solve it?
