just download the newest version of Xampp that should contain it.

also see that it doesnt have the new phpmyadmin yet but

You need to replace it

rename the new phpmyadmin folder to phpMyAdmin and replace it with the old one in xampp folder

Xammp sucks, you can download the latest from sf.net. It is just to put it in your directory root folder of your webserver.
