Lua How? Making item A (on use) give attributes on item B

Hello, I would appreciate some help.
As my title states I would like to be able to use an item, let's say 7760(A) on an item, let's say 8869(B).
What would happen is that 8869(B) will have an random number of %MaxHitpoint added from the range 1-3.
I've been searching and searching with NO effort at all...
I've even tried building some of my own and the results are, think of Frankensein's monster in
Lua:
 but wore... hundres of times worse!

Also, shoutout to all my fellow stoners out there! Lighting one up while waiting for an response! :>
