Well i can log into my server with the local ip but none can log in with the other iP? wtf is the problem?

You mean they can't login with your global IP,
Then the problem is that your firewall/router is bocking the trafic, so players can't login to your server.
Just simply open the port 7171 in your firewall and router, then the problem is done. If the players are trying to connect with your local IP Adress or the host IP adress (127.0.0.1), then it's quite obvious that they can't login to the game.
