Need Help.

Error: Couldn't establish connection to sql database
this is the error my friend got when he went to test his 8.4 server
based on TFS
im noob at sql so don't ask me SQL QUESTIONS, or w/e
just tell me whats wrong etc
and maybe how it can be fixed
