Rates and towns promotion

How I can set up multiple exp rates, eg:

1-80 = 10x
80-150 = 5x
150 - 999 = 3x

I opened my map(made by gregor) changed the towns but when I enter on carlin temple tp on the site appear ab'dendriel and I cant change the town list >.< (geisor 0.3)

Rates - data/XML/stages.xml.
AAC - talk with Gesior about it.
Promotion - promotion NPC script.

About AAC, log on your GM account, go to Admin Panel, use the link "Edit Towns".

I change/delete em but I cant add more than 1 when I delete the towns >.>
