Windows Server error?

Well, I made many servers with account websites. But, this time, everything I have tried never works.

I portforwared:
7171
80
3306
443

My static IP is:
192.168.0.13

I'm running Xampp_Start. I also noticed a funny thing, when ever I minimize the xampp_start and open it back up it goes all black, not sure if it's supose to do that.

So whats the problem doc?

when you click at xampp start you're trying to open it once again... with it dissapear from your screen it stay on. When you click start. is to turn it ON. IF its off.

Are you trying to open the xampp_control?

Some Isp are blocking the port 80 now a day. So try 8090.
