No, as long as your filenames are case-correct (which you can easily fix).

No, but you can buy one for ~8 EUR or use a free one like no-ip.

You need just as much memory as it is required to load your map + some more for the database, website and system.

Will be there lag? for like 40 players?

It totally depends on the connection of players. It may lag for some players far away if their connection is poor and not lag for others at the same time.

And am From egypt would the server lag?

I don't really know, it depends on your connection. But I have many clients from Egypt who did not ever complain.

That means that PayPal did not like your credit card details. I heard of that before from people in Egypt.
You can still pay with the use of wire transfer. Open support ticket to request necessary information to wire transfer the payment.

When will you be hosting in the United States? I assume prices will be higher, as U.S. vendors are expensive. I recommend you find an investor and work from there.
