Windows Can't get online!

Hello there!
I've got a big problem

thing is, i can load the OT and get into my accountlist and 1/1 w/e everything works till I load a character

it takes like 30sec's then it says

"ERROR: CONNECTION TIMED OUT. (10060)"
(Cannot loggin to game server).

..PLEASE..HELP.. !

try using your static or router ip

both PORTS are open.
I am using my router ip atm, the server isnt hosted yet.
