Exhaust for spells - Problem setting 'exhaustion'

Hi guys,

I'm having a problem regarding the spells on my server and the exhaust rate for them.
I have had the spells each set with exhaustion="1000" which seems to allow for a 1 second exhaust, but if I change the setting to exhaustion="1100" it suddenly becomes closer to 3 seconds.

Maybe I'm not understanding how to set the exhaust rates but I assumed this setting would have been dealing in miliseconds but perhaps it isn't.

Any help would be greatly appreciated.

exhaust goes to the nearest second rounding up if i'm not mistaken so 1100 goes to 2000 which is 2seconds
