Lua Problem With Xampp and Web O.O!

I have this error when I try to enter in my web, and when I try to enter in my ot sometimes I can't enter with the domain, I need enter with the ip of the VPS LOL

I have xampp 1.7.3 I don't think when re-install is repair the error :/
