Everything depends on the manaregen. but if i got to take any option i go for option 1.

If you keep it 3x, you will have people arround lvl 110 by the first month. Giving it more exp, means that the server will hit the content cap way too quick

I could definitely see it as big project and would definitely want to.
I'd be for even exp x2, medivia legacy is fine with that and I want it to be something as serious.
Not more than 3x for sure.

Yeah you should use low rates, 2 or 3 would be enough for this sick project!

loot 1,5x/2x, skills and magic same as exp rate braaaaaaaaaah

skills should be higher than magic because of 2x regen rate.
if exp is 3x then magic should be 2x and skills 3x (since regen is 2x and its an OT so you have more money for life rings, manas - if magic would be equal to exp then there would be a disproportionate magic levels compared to levels, for example in real tibia 100 MS would have 50 magic, in the OT it would be 60 magic cuz of the reasons i mentioned)
