Can i block one ip forever?

I wonder if i can block ppl's ip, so they never can enter my ot..
Cuz when i make this /b playername, after the server restart they can enter the ot again and "bugabuse".. //KRISS

If you have a firewall on your computer you can use it to create a rule to not allow traffic to one specific ip.

Note that many have ips that change, so you may have to ban a whole range of ips to ban them permanently.
