This program could not start becouse of programing configures(?) is wrong. The problem maybe can fix if you re-install the program.

The program is most likely missing something important, like a DLL file, or perhaps .NET framework.

Try installing .NET 2.0 or 3.0 from windows update/microsoft.com and check if that solves the problem.

I believe that will be sufficient, yes, considering that its an update of 2.0/3.0
