XAMPP is insecure and inefficient, not to mention bloated. Read this.

Xampp can be secure if you have the latest update.

I use an older xampp due to that I prefer the old database look.

I see what the problem is, you are using a windows VPS so IIS is probably installed by default, remove it because it is using port 80.
