My NPC Chat don't working

I Changed at npchandler.lua in NPCHANDLER_CONVBEHAVIOR to CONVERSATION_PRIVATE but the NPCs don't talking at the NPC Chat, Im not sure im doing something wrong or not cuz to be honest, I don't know how the NPC Chat works. So...how do I make to this works?

NPCs private chat feature was removed in one of the patches to TFS 2.0, had too many bugs.
