Help Please REP++

Ok does anyone here no how to make more experience when killing a player like only a little bit?
cause if a lvl 80 kills a lvl 130 they only get 2 lvls
so yea i wanna make it so they get a bit more!
also does anyone no how to fix it so if a lvl 130 kills a lvl 80 they get experience!

The Thing is the higher i put that as well the easier people lvl off monsters :S
and its to quick as it is i get 2 lvls at lvl 160 killing a lvl 250 solo
its 50x xp rate and i dont want to make it higher!
