You should work on the custom places, Elerium is pretty nice but there are empty spawns everywhere, for example here.

But also the other places, I've been walking through this whole map now and all I found were some skeletons, a bear and a wild warrior.
Only in the city I found enough monsters. There is also a bug in the cave under the city.
