What would make a TP-server good..?

Hey! I was the owner of the server Lorelia, an teleport server with like 300 players online. I'm planing on open a new teleport server and wondering what what would make it successful as Lorelia was.

New map custom map?
Many teleports?
No hyper donates?
PVP-e?
Low experience?
....?

I'd say no hyper donates, PvP-E, high exp (not 13120938129083091283092183012983092183091283x but like the average player should be 300-400), A nice map (not saying an every-sqm-must-have-at-least-3-detials map), and some very hard quests (quests that can't be "soloed").

There is nothing you can do to a tp server to make me play it, tp sever is for lazy people end of story.
